[Datastream #UFY-604748]: NEXRAD Level III question

This action shows that the NEXRAD Level III products FILEd to disk
are exactly what has been received in the NNEXRAD feed, and the
NNEXRAD feed is populated unaltered with the products sent in the NOAAPort
SBN.

NB: the LDM moves blobs/chunks/products of bytes from point to point/
LDM to LDM.  The LDM does not know or care what is in the blobs/chunks/products
that it moves.  The FILE action writes exactly what is in the blob/chunk/product
to a the disk file that is specified in the pattern-action file action.
