I think that whatever NOAA.gov sent you was a bit misleading. We are, in fact,
making all of the ABI imagery, GLM and other products we are receiving in
our GOES Rebroadcast (GRB) downlink available, but these are the actual
data files, not raster representations (e.g., GIF, PNG, etc.) of the
information in the data files.
We are making the GOES-16 ABI imagery and GLM data available by remote
access using McIDAS ADDE, and all of the GOES-16 data available via our
THREDDS Data Server (TDS). Again, these are the actual netCDF-4 data
files, not raster representations of the information in those files.

One thing for you to try is displaying the imagery yourself using
either our Integrated Data Viewer (IDV) application, or the McIDAS-V
application that is available from the Space Science and Engineering Center
(SSEC) at the University of Wisconsin at Madison (UW). Both applications run
in Windows, MacOS-X and Linux; are free; and come with the ability to access
a wealth of data provided on remote servers. If you are interested, we suggest
that you review the IDV documentation that is available on our website:

The other thing you might try is using one of the Unidata community site
web pages dedicated to quick access to a wide variety of types of
displays including satellite imagery. Two sites that come to mind
immediately are:

Operational Weather Cafe - Embry Riddle Aeronautical University - Applied
Meteorology
http://wx.erau.edu/erau_sat/
Both sites have imagery that covers the regions for which you have expressed
interest
in easily viewable formats (e.g., GIF).
