Yes, GOES - EAST (AKA GOES-13) failed to perform on May 22nd and has been out 
of service
since that time. A note was sent to the ldm-users list, you may want to 
subscribe to that list here:

Your e-mail is rather timely, moments before I got your support request this 
notice was posted
indicating  the return of GOES-13. FYI, the US moved GOES 14 from a storage 
location eastward to fill 
in for GOES 13 during this outage, so you could have been requesting GOES 14 
during this outage. :)
