dmadiso 1/2/3 MADIS ARCHIVE TEXT QC - outage

Hello,

outage is an upstream problem:

The machine that produces the EDR data is down for maintenance through Tuesday.  On Wednesday, the data should return. (email from provider)

Files generated by users rtrsas on ao1, and rtmadis on h4 (for Upper Air data sets), and copied to /public.
