[Datastream #XFU-143755]: Canadian radar question

OK.  This means that the values being shared by Pelmorex changed sometime
in the past.  I distinctly remember Chiz playing with the data a couple
or three years ago, and he had to do a conversion from precipitation
rate to reflectivity using a Z-R relationship that was date dependent.
