[Datastream #DEB-284909]: Lightning data

The problem was caused by:

- an upgrade to ldm-mcidas-2008
- a mistaken assumption that the ldm-mcidas-2004 version of 'nldn2md'
  still needed to be run in stead of the v2008 version

I just modified the following:

- /home/ldm/etc/pqact.conf entry for NLDN lightning data decoding to use
  the feed type 'LIGHTNING' (the new canonical name for all lightning data)

- changed the entry to use the ldm-mcidas v2008 lightning decoder 'lgt2md'

- added a new entry for USPLN lightning data decoding (see below)

- copied the ldm-mcidas v2008 versions of ROUTE.SYS, SYSKEY.TAB and SCHEMA
  to /home/ldm/lightning/data (needed by the lightning decoder(s))

I have been monitoring the receipt of NLDN lightning data on unidata2
since making the changes and all appears to be working correctly.  The
NLDN data will be decoded into MD cylinders 71-80 (i.e., MDXX0071,
MDXX0072, ..., MDXX0080).

As you will see from the last URL, WSI is now acting as the primary
source for the USPLN lightning data. The access to and use of the
data is restricted in a virtually identical fashion as the NLDN data.  

One of the nice things about the USPLN data is one of the feeds available
from WSI is for an extended North American coverage; the NLDN data is
currently for CONUS only.  The other thing is the promise that
there will eventually be global lightning coverage, and this too should
be made available free-of-charge to U.S. universities.

NB:  If you (UW/SSEC) decide that you want to also get the USPLN
data, make sure to request the NAPLNEX feed as this contains
the extended North American data.  If you do not ask for this feed
explicitly when contacting WSI, you will be allowed access to their
CONUS coverage feed.
