The data sent in the IDD is raw in the sense that it is in the same format
as provided by the originators.  METAR data is in the same format as provided
by the observers.  There is no additional quality control done after the
data is sent to the GTS.

One can always ingest the data and write it to disk.  Once on disk, you
can correct observations in the way you like.  Please be aware that this
breaks the flow into package-specific decoders (e.g., GEMPAK), so you will
need to develop a new procedure to send the corrected data to the decoders
for later use.

Since I don't understand exactly what you are trying to do, I have little else
to offer.  Please give us a scenario you envision using so we can better
understand what you want to accomplish.
