I had a feeling that was the situation after looking at the volume
in the conus versus the sum of the volumes in the 16 sectors.

Fred Branski (Bransky?) left a voicemail on Linda's phone that
said that the volume would quadruple in the next year as the resolution
is increased from 5 km to 2.5 km. He also noted that the number of
fields (elements) would be increased from 14 to 30 by 2005 resulting
in an additional 3X increase. He then mused about documents floating
around that had the numbe of elements increasing to up to 90, so
the volume could increase by and additional factor of 3 at some point
in the future.

The upper limit I came up with after looking at the conus and sector
directories was 200 MB/hour. I arrived at this by taking the largest
field from one sector (about 1 MB) and multiplying it by 11 (the
number of fields that I saw) and then by 16 and then adding the 40 MB
seen for the conus.

Yes, the appear to be.
