degraded meteosat-7, low resolution met-5, and wallops data

Starting at about 2257 UTC, SSEC has been receiving degraded
Meteosat-7, low resolution met-5 from the met server, and Wallops Poes
data. We lost the 0030 and 0100 UTC met images due to resetting our
equipment and the reset didn't make things any better.
We believe this to be a local problem as Johnson is reporting good
Meteosat-7 data. The degraded data will continue over night and be
looked into first thing in the morning.
