Change in RTGRID loop

Due to the increased size in the ETA models coming in via NOAAPORT, we
have cut back our online real-time grid availabliity from 4 days to 3
days. We anticipate going back to the 4 day loop sometime next week,
when an additional disk is scheduled to arrive.
