19990809: maintenance on the UW-Madison network backbone

The following notification from SSEC indicates that there will probably
be interruptions in the Unidata-Wisconsin datastream flow on August 10
and August 11:

Due to maintenance on the UW-Madison network backbone, some
interruptions are expected between 11pm CDT  on Tuesday August 10th
(0500UTC 99223) and 03:00am CDT on Wednesday August 11 (0900UTC 99224).
