    Very sorry. It was my mistake. I was under the impression
that routine surface synoptic observations could
be freely shared between countries.

    I find that you are correct. Ireland restricts
synoptic observations and lists them in WMO Resolution 40
"Additional Data and Products".
 
    I have restricted access of this data to US Universities.

    Frankly I consider this very unfortunate, and
a disservice to the meterological community.
