Meteosat and GMS data quality problems

SSEC's Meteosat data was flawed since at least 1300UTC yesterday, through
1330UTC today, due to a hardware problem at SSEC. That problem has been
corrected.
The GMS-5 data at SSEC has had several flaws since at least yesterday, due to
a problem external to SSEC. That problem is still being looked into.
