Meteosat-7 data stream restored

At 2200 UTC on 1999025 the UW-Space Science Data Center started recieving
Meteosat-7 data once again.

Due to a power failure at the ground station, SSEC did not receive the
1830-1930UTC Meteosat images. The ground station technicians are currently
checking their equipment and data transmission will hopefully resume shortly.
