[AWIPS #IUD-228100]: difficulty installing phython-awips course material

Did Tiffany's suggestions help with the VM?

Sorry, these are good questions for this.  I think what we might want to do is 
run a
conda install inside the anaconda prompt. I believe this will just update the 
version
of python in your miniconda environments.  So, open the anaconda prompt and try 
running
conda install python=3.10

And then we can go back to step 5 from my previous email.
