[AWIPS #IUD-228100]: difficulty installing phython-awips course material

Hi Jim,

Hmm, yes it is definitely failing on creating the environment.
Can you run the following so we can see what version of python (in the anaconda 
prompt):
python --version

Also, you said this is a new computer now, right?  Have you tried installing 
VMWare 
Workstation Player, and downloading and running our Virtual machine option?  
I suggest this again, because it already has all of python-awips downloaded and 
configured properly inside the VM, so it might be an easier way to get you up 
and 
running with python-awips.

Let me know what version of python you're using, and we can go from there.
