I'm not exactly sure what you're asking, but documentation for IDV can be found 
on our 
website at: https://www.unidata.ucar.edu/software/idv/

Again, to create you're own EDEX server you'll need to feed data to EDEX 
through an LDM
(https://www.unidata.ucar.edu/software/ldm/).  You can write scripts to scour 
the pages
you've posted previously, if they have an api such as an FTP or similar.

I am not sure what you're asking, but we do not create and maintain EDEX 
servers other than
our publicly available one at edex-cloud.unidata.ucar.edu
