[AWIPS #MDW-784444]: AMDAR soundings

Yes, we are currently working on a beta release of AWIPS v20.3.2.  Version 20 
will still run on
CentOS/RHEL7, but will be using Python3 and Java11 (as opposed to much older 
versions of those
software in our current v18 release). Our beta release will also include a 
macOS version too.
