[AWIPS #WCV-509365]: EDEX install question - leftover "rpms" dir

You could kill all LDM processes then try to run ldmadmin start again.

I can't answer why LDM would just stop working after running fine.

Since this seems to be more of an LDM issue you could ask our LDM Team and they 
might be able to provide more answers/troubleshooting.
