[AWIPS #WOM-137582]: CAVE refused connection to server question

Okay, we may have to set up a google meet to faster test this.

What did the output look like when you installed the 
awips2-database/psql/postgresql rpms? Even though it didn't fail it may have 
spit something out to the screen.

Also does it say anything in your /awips2/data/serverlog?
