[AWIPS #WOM-137582]: CAVE refused connection to server question



Hmm...this is interesting. It definitely go into a weird state.

Couple things.

Try using the rpm command to remove the rpm

rpm -ev awips2-ncep-database

Then check if it's still installed.

rpm -qa | grep awips2

If it is then we might have to install a few of the postgres/database rpms and 
then try removing them
