[AWIPS #JFI-696119]: AWIPS CAVE Crashing

Hello,

Running CAVE on windows is definitely a bit slower and does not do well with 
large frames. I have tested and confirmed Satellite and National Mosaic won't 
load on Windows CAVE. However I have a VM running CentOS7 with CAVE installed 
(running on my Windows laptop) and it loads both Satellite and Radar at 100 
frames with no issues. So I would recommend trying to run the VM option.
