[AWIPS #PXI-601809]: Manual grid ingest

Hi Ray,

Your file should ingest, I was able to drop it in /awips2/data_store/ingest and 
it showed up as GribModel:98:0:153 in the product browser. If the file is not 
being ingested then that's a different issue (and no idea what that would be 
especially if other products are getting ingested from there).

I then made a few config changes so it would show up with a better name. If you 
are interested I can pass those on.

You may want to then make a few additional styleRule changes.
