[AWIPS #SGX-641557]: EDEX b18.1.2-3 ingest failing to run with default configuration

Hi Ryan,

I was able to go into the source code and update a few things. I can now get 
EDEX Ingest to start up (both as user awips and root). We are currently 
re-building RPM's and they should be updated later today. I'll send another 
email when everything is built and uploaded (it typically takes a few hours).
