[AWIPS #MKB-719920]: Warn gen Questions

We have removed the send capability from the Unidata educational and research 
versions of AWIPS that we distribute. Using the "send" button in CAVE actually
posts that message on EDEX, meaning those messages go out to anyone connected
to our EDEX server.  We don't have any plans on re-enabling this functionality.

However, our distribution of AWIPS is available as an Open Source Software
project and all of our source code is online on github:
https://github.com/Unidata/awips2 and related repos
