[AWIPS #APZ-232896]: Windows Install

Hmmm, I'm seeing the "M" in miniconda capitalized, and I don't think it should 
be. That might cause an issue. Did you install miniconda from the link we in 
our documentation?

I'm not seeing any other references to Python in your environment variables, so 
that's good.

Can you confirm a the following exist (and if the path is correct, including 
case):
-C:\Users\jess.schulz\miniconda3\DLLs\gridslice.pyd
-C:\Users\jess.schulz\miniconda3\Lib\site-packages\jep
-C:\Users\jess.schulz\miniconda3\Lib\site-packages\numpy
