Hello,

The MWSPER is a parameter that is pre-existing in the raw grib files that 
Unidata/AWIPS gets from the ECMWF model. It's nothing that AWIPS calculates.

The parameter is defined to be decoded in:
/awips2/edex/data/utility/common_static/base/grib/tables/-1/-1/4.2.10.0.table:15:15:Mean
 period of combined wind waves and swell:s:MWSPER
