[AWIPS #UAZ-478917]: Map scale issue

I'm not quite sure what behavior you're expecting?  Your selected map scale
in that image is "CONUS" so it has only loaded the CONUS map scale.  That is 
why, as you've panned over, the map scale has not continued to draw.  If you
switch your scale to say, Northern Hemisphere, or one of the World scales, 
then you will see much more of the world as you pan around.
