[AWIPS #KHG-794589]: AWIPS CAVE update not right



Another thing to check is which EDEX you are connected to. This also sounds 
like you could be connected to an EDEX server that isn't updated to 18.2.1. 
What does it say when you go to CAVE-->Preferences-->Localization?
