[AWIPS #WDS-351489]: New Support Case

It appears that ldm and postgres both aren't running.  Without LDM running, you 
won't be
receiving any data, but should still be able to connect CAVE.  Without postgres 
running
I could see CAVE failing to connect.

Have you tried stopping and restarting edex using:
 sudo edex stop

Check to see if edex processes have stopped:
 edex status

Restart edex:
 sudo edex start

Does that produce different output for `edex status`?
