[AWIPS #TIO-232115]: AWIPS2 good with Windows now?

Our Windows version is stable and mostly operational.  It does not support the 
GFE, as 
noted in our documentation.
There are detailed installation instructions if you would like to install CAVE 
directly
on a Windows machine.  Those are on our website and can be found here:
http://unidata.github.io/awips2/install/install-cave/#method-2-direct-windows-install
