[AWIPS #TAT-446218]: Conflicting Information on License

Hi there,

Just wanted to reach out and say we did change the wording on our website to 
hopefully be
more clear on our licensing and the fact our distribution is open to anyone to 
use.

I hope this clarifies things and is less confusing for those that come to our 
website.
