[AWIPS #UMW-810392]: Modification of WarnGen with custom ICD

All the source code we have is available to the public -- however we do not 
have all the same
source code as the operational version of AWIPS used by NWS, so it is possible 
we are missing
some of the code for warnings, just an fyi.

There is some documentation on our website on how to set up a development 
environment found here:
http://unidata.github.io/awips2/dev/awips-development-environment/

All of our code is on github, which is described in that link I just sent, but 
if you want to go
straight there you can access it with this link:
https://github.com/Unidata/awips2

Please note, AWIPS is distributed across *several* repositories -- this is 
noted on the github page
and on our development instructions page.
