Okay, what I think maybe you should do first, is not specify a time range at 
all.
Just submit a request (that you've already specified parameters on), like this:
 response = DataAccessLayer.getGeometryData(request)
 obs = DataAccessLayer.getMetarObs(response)

And then print out the records you've received and see if you have any 
temperature
records:
 print("Found " + str(len(response)) + " records")
 print("Using " + str(len(obs['temperature'])) + " temperature records")

Does that print out a number greater than 0? If so, then you might want to try 
limiting
the time range, and/or limit the location.  You can see "location" values by 
running:
 locations = DataAccessLayer.getAvailableLocationNames(request)
 print (locations)
