[AWIPS #YBH-568420]: Fwd: Archived data

Hi Sam,

Just immediately looking at that error you sent, it looks like it's a 
permissions issue.
What user owns the grib file that you're dropping into the ingest directory?  
It should be
owned by awips:awips, and the user should have read access at least (possibly 
write as well).
