[AWIPS #ZCI-226554]: AWIPS CAVE Failing to start



Hi Brandon,

This problem can be solved by following the steps on our webpage:
http://unidata.github.io/awips2/install/common-problems/

These instructions are for Windows 10, but I do believe the control pane
and various screens should still be similar.
