[AWIPS #ZCI-226554]: AWIPS CAVE Failing to start

Hi Brandon,

I'm fairly certain your seeing that error because your Windows machine is 
defaulting to use IPv6
and AWIPS is not equipped to handle that yet.  Please follow the steps on this 
webpage to resolve
your problem:
