[AWIPS #ZCI-226554]: AWIPS CAVE Failing to start

The Windows installer works for all of our other users.  Unless you can provide 
more information into
how you are running CAVE and details on how it is failing (as asked for in 
previous correspondence),
we cannot help you any further.
