[AWIPS #UXT-928462]: Surface Ob question

Okay, you need to change the regex to match your file and feedtype that you are 
passing in:

EXP ^(S[AP].{4})_(.{4})_(..)(..)(..)

Note, there needs to be a TAB between "EXP" and "^"

And restart LDM
