[AWIPS #NER-118884]: Windows Version Failing to Load

Hi Jacob,

Okay, I'm not sure if this will work or not, but could you please go back
to the AWIPS CAVE directory on the command line and try running this:
cave.exe -vm jre\bin\javaw.exe -Dorg.osgi.framework.os.name=win32

Again, I don't know if this will work, but I think it might be worth a try.
