[AWIPS #WOO-846777]: edex install and netcdf

Hi David,

I released AWIPS 17.1.1-5 today, the release notes are at 
https://github.com/Unidata/awips2/releases/tag/17.1.1-5

The tmp directory issue was addressed in this release.

I would suggest you point awips2.repo away from "el7-dev" and back to 
"baseurl=https://www.unidata.ucar.edu/repos/yum/awips2-el7/"; for the stable 
release.  For now the two won't diverge much but there's always the risk of 
updating to an untested build when pointing to the development repo.

Let me know if you have any questions about EDEX and CAVE at Millersville.
