[AWIPS #KZV-890448]: Unable to connect CAVE clients to local EDEX instance post-upgrade to 16.2.2



Wow, I'm kind of surprised that was the solution.  I don't have the base
numpy packages installed on my test server and everything runs as
intended.  So I'm stumped, but at least now we know how to fix this for
anyone else.  I'll add the numpy dependency for the next release.  Thanks
for your help with this, I'm glad it's working for you now.
