[AWIPS #UGU-263210]: Large Errors With AWIPS II Today.

Hi Carl,

I'm not sure why this is happening.  The duplicate grid coverage notice doesn't 
seem critical, but if it prevent CAVE from running then perhaps you will need 
to remove all grids from postgres and re-populate the database and try again.
