[AWIPS #BHK-854545]: Can CAVE 16.1.5 pull data from a 15.1.1 EDEX server?

Yes, older EDEX servers (15.1 and lower) are not able to serve CAVE clients 
16.1 and later.  It's the EDEX server that should be updated.  Sorry about the 
confusion.
