[AWIPS #OHF-150101]: EDEX | USPLN Lightning

Hi Kelton,

I'm seeing the same thing you are, and won't be able look at modifying the 
textlightning plugin decoder until I'm back at Unidata the week of April 13.  I 
did notice that with the nctext plugin enabled, it appears to correctly decode 
the USPLN data files, so they should be available to view in the nctext NCP 
plugin, at least.

More when I get a chance...
