[AWIPS #SOS-784305]: AWIPS-II University Beta Test Site Program

I am hoping to release 14.2.1 as a beta at the end of June.  Unidata AWIPS II 
14.2.1 will be released for 64-bit RHEL/CentOS 6 and no longer requires CentOS 
5.
