The file "install.log" contained the following:

make  install-data-hook
make[5]: Entering directory `/home/fowle00p/udunits-2.1.22/lib'
cd /home/fowle00p/udunits/share/doc/udunits && \
            rm -rf udunits*.xml && \
            ln -s ../../udunits/*.xml .
/bin/sh: line 0: cd: /home/fowle00p/udunits/share/doc/udunits: No such file or
directory
make[5]: *** [install-data-hook] Error 1
make[5]: Leaving directory `/home/fowle00p/udunits-2.1.22/lib'

Looks like a bug in the installation procedure. It'll be fixed in the next
release.

Go ahead and create the directory "/home/fowle00p/udunits/share/doc/udunits"
and retry the "make install" command.
