[netCDF #FQM-466167]: Problems installing the FAN tools

The problem is with the file "nasParse.y", which is part of the
FAN package.  Unfortunately, we don't support that package.  See
<http://www.unidata.ucar.edu/software/netcdf/software.html#FAN>
for information on how to reach the package's author.
