Unfortunately, the UDUNITS package is not designed to be installed on
a Windows system, so I have no advice to give you.
You might try posting to the netCDF user's group mailing list
<netcdfgroup@xxxxxxxxxxxxxxxx> to see if someone has a DLL that
you could install.
