When you point your browser at the above URL (ending in ".xml") you see an XML file, correct? Do you then change the ".xml" to ".html" to browse down to the "OPeNDAP Dataset Access Form"?
Did you download the attached catalog.xml file from the URL above? Or attach it from the local file? It has datasetScan elements in it which should be in the file on disk but should be converted to catalogRef elements when viewed through the above URL.

I just opened the attached catalog.xml file in IDV and didn't get an error. Though it also didn't display any contents.

Can I get to your server from outside the UCAR firewall? Is it accessible from inside the UCAR firewall? I think this would (maybe?) be much easier to figure out if I could access your server.
